I tried to run a repair which failed and removed the entire Office suite, so I had to install Office again from scratch. I already verified all the proper settings in the Outlook config, I even tried disabling them and re-enabling them, and also tried running Outlook in safemode. I took those screenshots from my own computer. It is as if Windows does not know about the icon. In the images I attached below, this user does not have those notification icons and in the taskbar settings there is no option to show or hide it. They are saying after an Outlook update, they lost the notification functionality. So I have a user who just started experiencing this issue about 2 weeks ago, after it was properly working for awhile.
